I'm going to take a wild stab and say that it's just an outerglow layer style. You know what i'm talking about? there's a little button on the bottom of the layers pallete that has a little "F" type symbol in a circle, just click that and select outer glow, then the little pop-up box will...pop up...and you can fiddle with the color and size and stuff. looks like he merged the head, hair, and arm layers and then just added outer glow to it, which is how there's only glow around those bits. But that's just my guess  |

And lol @ your colored version, the shirt is awesome! I like the greens you chose for the skin.

Here is another little coloring tip:
You can take the fully inked (but not colored) zombie from above and put him into photoshop. Select the layer the inked art is on, and click "multiply", now create a new layer (or layer set) below the line art layer to do all your coloring on.
This will allow all coloring to come through the white part of the image, but it will leave the black outlines intact, which will keep the lines nice n' clean.
